Woodbridge County Councillor: Whats been happening 2016-17

This is the last year of the four year county council electoral cycle. Apart from the ultimately bathetic non-event of Suffolk’s devolution  – which managed to take up an extraordinary amount  of last year’s council administrative time  with absolutely no ultimate outcome – a lot of other things have happened in Suffolk over the last  12 months. Here are some of the most important to people in Woodbridge:

Agreed 20mph zone & calming in Woodbridge   Years of requests from Woodbridge Town Council, individual bodies and local residents came to fruition in February when I presented a report and a mass of supporting documentation to Suffolk’s Speed Panel – and  got through – ambitious proposals for speed calming in Woodbridge. I am grateful to the contribution of former Mayor Nigel Barrett to this and much cross-party support in managing to make this finally happen.

The overarching intentions will be:

  • to ensure that the ancient centre of Woodbridge is calmed
  • that heavy traffic is discouraged
  • that (often elderly) residents and visitors have easier access between the heart of the town and the riverside area
  • that children can walk and cycle safely to school
  • to help solve longstanding and persistent problems of heavy traffic in the Thoroughfare and surrounding streets
  • to assist in dealing with longstanding traffic related air quality problems at Melton Hill which is a designated Air Quality Management Area and an action for SCC to resolve
  • and by supporting the 20mph signage in the centre with a holistic scheme, to prevent unintended consequences of people ‘rat running’ elsewhere in the town
  • to support the Woodbridge ‘Walkers are Welcome’ initiative.

The approval of the panel, though vital, is only the first step.  All speed changes have to be put out to community consultation before current speedscan be changed and funding has to be found from a variety of sources. There will be 4 years’ Highways  funding from the County Councillor, and we will hope to draw from money for Air Quality and CIL money payable on account of local development.

Thoroughfare traffic improvement   I regrouped the Thoroughfare Working Party in November to try and tackle the continuing issues of traffic in the Thoroughfare – balancing the needs of  residents, visitors, traders, shoppers, pedestrians and (necessary) vehicle users.  Representation is from all 3 levels of council (cross-party), retailers, residents, police and highways engineers. The aim is to try and find consensus for a short, mid- and long-term plan to improve footfall and preserve the future of the Woodbridge Thoroughfare in all its aspects because it is the heart of Woodbridge and the lifeblood of the town.

There are two different issues with different enforcement needs (people driving through and people parking).

We look as if we are close to reaching a solution which can be put out to community consultation.

Woodbridge Youth Centre    Although some years ago I had been assured by Suffolk’s Chief Executive Deborah Cadman that no decision concerning the Woodbridge Youth Centre would be made without full disclosure to all Woodbridge councillors, I was called into a  meeting last summer to be told the centre  would close imminently.

The line was “we’re afraid something significant over the next year might force closure at short notice..so  we thought we’d force closure at short notice now.”

The centre had been home to many community initiatives: Not only was it home for Just 42,  there had been a youth club there for decades, The Gateway social Club for people with learning disabilities met there for 30 years, Company of 4 used it for rehearsals, it housed classes for Pilates, baby massage,  country dancing, French,  Italian, English as a second language, tai chi, as well as having a very important role in young people’s social care, and as a ‘safe house’ for children to meet parents in difficult home situations.

Suffolk County has offered the site on a long lease  if a good business case can be made within a year for a new centre, and (once Just42  was rehoused in temporary accommodation), we have got a group together to ensure that we can rebuild the youth centre on its present site as soon as possible for all users!

New rural Community Transport  – new difficulties for Bus Pass holders After Suffolk’s Conservative  administration stopped supporting scheduled bus services in many parts of rural Suffolk back in the Andrea Hill era rural dwellers have relied on a patchwork of demand responsive services.

In June these were brought together under a new community franchise offer, with the aim of rebranding and savinf significant sums (the county no longer provide free vehicles – saving some £570k (which largely voluntary bodies would have to find) – but also SCC would HALVE the community subsidy from £1.4m to £700k over the next four years) Although Suffolk was told this would create parity across Suffolk, it has instead created a postcode lottery .

While Suffolk Coastal Community Transport -operated by  previous  operators CATS  and FACTS (in Felixstowe)-  will be operating the same services as before:  a mix of Demand Responsive Transport (on which bus passes will be accepted), and door-to-door and community car services on which passes won’t be accepted (exactly as before.) in mid-Suffolk, the  franchisees no longer operate Demand Responsive Transport in their Community Transport offer – eg   Bus Passes will NO LONGER  be accepted, under-16 fares will only apply if are accompanied by an adult, and the under 18 reduction is derisory with no provision for young people to use SCC’s Endeavour card.

This leaves all people eligible for concessionary passes in mid Suffolk with the choice of accepting £100 in vouchers and no pass (for travel outside midSuffolk) or a pass that cannot be used where they live. And of course Suffolk bus pass holders from other districts cannot use them to  travel into mid-Suffolk either.

Queen’s 90th Birthday Commemorative Badges for Woodbridge Children     In the past Britain’s schoolchildren were always given a souvenir to commemorate special occasions and this year it seemed  – particularly in this time of austerity –  a good idea to revive this custom. So I funded a commemorative badge for every child in every Woodbridge school to celebrate and commemorate the Queen’s 90th birthday (2975 badges). Over the birthday week deputy Mayor Clare Perkins and I personally handed out about 2000 badges.

Suffolk Highways Maintenance  Controversy:  A new Highway Maintenance Operational Plan, and Contract extension   In the summer Suffolk’s administration agreed a new Highway Maintenance Operational Plan with contractors,  Kier,  and towards the end of 2016 extended their contract – despite their record of appalling performance.

Basically Suffolk’s administration had little option for the former  because the past Highways Maintenance plans have been a disaster, criticised by everyone, regardless of party affiliation. (And anyway, the new Plan had been running (‘trialled’) without Cabinet consent since early May.)
The good news is that it concedes that the previous way of Highways Maintenance working was unwieldy and inefficient, as county, town and district councillors across Suffolk could testify. There should now be a much more unified and strategic way of working between SCC and contractors Kier to try and make things work more efficiently than they have, meaning that the Highways small schemes backlog – created solely by this administration’s ideologically driven decision to outsource the contract in the name of efficiency savings – may clear at long, long last.
The bad news is that the mantra of ‘you’ve got to pay the market price for the work you get’ is very much to the fore, so there is no suggestion of many highways schemes being affordable any more.  (I have recently been quoted £5,000 to ‘design’ the siting of a single bollard!) Small towns like Woodbridge will no longer be able to rely on their County Councillors’ Highways budgets. Currently these are half what they were at best (mine is £6660 this year).  Yet jobs will be many times more expensive.

At county  Cabinet meeting I asked whether this was not a case of the ‘tail wagging the dog’? That this newly designed Highways Maintenance Operational Plan (the second one in a year!) had been constructed to fit the contractor because the contractor had been unable to stick to the agreed plan?(This was loudly rejected – but with little evidence).

In particular I pointed out the utter  absurdity of a private organisation mouthing the ‘you’ve got to pay the market price for the work you get’ mantra whilst providing no competition to ensure that they are offering good value for money. I was talked down, of course.

As for Kier’s  contract extension, this appeared to be for no more cogent reason than Macbeth’s “I am in blood so stepped that should I go no more, returning were as tedious as go o’er.” Again, I spoke and urged the council to return to cheap, efficient, knowledgeable in-house provision as we had in the past. Again, the quiet voice of reason was overlooked. Cassandra could take my correspondence course.

Political Make-Up of Suffolk County Council A lot of these unpopular decisions have been forced through by a wafer-thin majority: the Conservative run council has spent the last year balancing (and occasionally tipping over the edge )  of a minority administration. As we come up to the council elections the current balance is technically hung 37:37 with one vacancy . The make up is

  • Conservative: 37
  • Labour: 15
  • Liberal Democrat: 8
  • UKIP: 9
  • Green: 2
  • Independent: 3

So, if you don’t like the state of the roads, of social care, of the libraries – remember to register your dissatisfaction through your vote.  (The Suffolk LibDems county manifesto can be found here )

Another Cuts budget for Suffolk, 2017-8   Suffolk County Council’s County Budget 2017-18 was set at the beginning of February. The  Conservatives emphasised keeping spend down and how they have amassed large reserves over the past seven years of zero council tax rises.  Labour wanted to spend to preserve services and give the residents of Suffolk what they need. Lib Dems felt the Conservatives were cutting too hard but Labour were spending at the top limit of what would be possible. The Conservative’s slender majority carried the day and a further £30million will be cut from services.

Woodbridge Library petition gains 1200 signatures in 10 days  Amongst the many cuts to this forthcoming  year’s budget,  Suffolk County Council is inflicting a further £230,000 cut to the library service.  (£280,000 if we include the archives) on top of the significant cut made in this last year.

In ten days in February I got 1200 signatures in Woodbridge to amypetition which read  “We oppose any further reductions to the funding of Suffolk’s invaluable and irreplaceable library services, and urge Suffolk County Council not to make this cut. “ The people who signed were of all ages, backgrounds  and political affiliations – the eldest was 101.  The one thing they agreed on was that these cuts were unacceptable. Over and over again the signatories’  comments repeated the fact that our libraries are ‘essential’, ‘vital’, and that users want “No more cuts!”. At the budget meeting I asked  the administration, on behalf of the people I represent, to withdraw this cut. Once again, they did not listen.

Proposals for Ipswich Northern Bypass – and how each impacts on Woodbridge  Woodbridge residents may think that a Northern bypass for Ipswich has little to do with them – but the plans will bring it close. With Ipswich coming to a standstill every rush hour and every closure of the Orwell bridge, a progress report into the need for additional road capacity to the north of Ipswich, has been published (the long-proposed Ipswich Northern bypass). Initial broad route corridors have been considered for a potential link between the A12 and A14; and are:

  • an inner corridor from Martlesham to Claydon
  • an middle corridor from Woodbridge to Claydon
  • and an outer corridor from Melton to Needham Market.

All of these will impact on residents of Woodbridge. Obviously each potential corridor would have different impacts on the environment, and on the potential to support future growth. We now have to wait the next stage of study will examine route options in more detail, including traffic, economic and environmental impacts. It will also consider the extent to which the options might support potential future scenarios for housing and employment growth beyond 2031.

First “No Cold Calling Zone” for Woodbridge  Suffolk Trading Standards and I visited every home in Morley Avenue to talk to residents about their experiences with cold callers,  to set up a ‘No Cold-Calling zone’ in the Avenue  and to supply “No Cold Calling” door stickers advertising this.

Woodbridge Library Reading challenge  400 children registered this year, 60% of whom finished  the challenge. This meant Woodbridge Library volunteers spent 250 hours helping with the scheme over the summer, and I presented 240 certificates at the award ceremony in September!!!This year I augmented the scheme by funding story-reading sessions for the children over the summer, a Dream Jar competition and a magic show to finish the afternoon off in style, once the certificates had been presented.

Planning Developments  I have, as  ever, made representations both to planners and to Highways  officers regarding proposed developments in my division where I have been concerned that the impact on county council  infrastructure and services would be unsustainable. The Gladwells and Queen’s House developments were cases in point.

County Councillor’s Surgery  My regular  monthly open access County Councillor’s  surgery in the library, now in its 7th year, continues to bring in more and more people from across an ever-wider sector of Suffolk Coastal. It is clear that  many Suffolk residents would be grateful if their own county councillors held open-access monthly surgeries. Currently I am the only one. Just saying!

Overwhelming issues are parking, speeding, road surfaces, and pedestrian problems. However I deal with problems as diverse as  deportations, youth issues,  special educational needs, disability concwens, social care crises, homelessness, charitable organisation support – and benches!

Locality Spending My Locality budget spending this year has covered such diverse grants as: new sessions for the New Horizons Lunch Club, a contribution to the Rural Coffee Caravan (which has volunteered to do sessions in parts of Woodbridge);  rent for Woodbridge premises for the head injury charity Headway; badges for all schoolchildren 16 and under in Woodbridge to commemorate the Queen’s 90th birthday; promotion and publicity materials for Woodbridge Community Circle;  support for Woodbridge Library’s reading scheme; support for the first Woodbridge Ambient Music Event; reading materials for Got to Read’s adult literacy scheme in Woodbridge; sessional funding for Suffolk Rape Crisis; in addition to a large £7000 grant to kickstart the rebuilding of the Woodbridge Youth Centre

 

Whats up in Suffolk June to July 2016

Though these last few weeks have been dominated by the national Referendum  and the Norfolk and Suffolk Devolution debates, other things have – of course – been happening on the domestic front.  The big issues in SCC have been a new plan for maintaining Suffolk’s Highways and the future of the Ipswich Park and Ride, not to mention  the political stability of the Conservative administration, while locally,there has been continuing work to secure the future of the Woodbridge Youth Centre

Unfortunately this seems to be the inevitable result of a market driven solution. Small towns like Woodbridge will no longer be able to rely on their County Councillors’ Highways budgets. Currently these are half what they were at best (mine is £6660 this year).  Yet jobs will be many times more expensive.

In particular I  pointed out the anomaly of a private organisation uttering the ‘you’ve got to pay the market price for the work you get’ mantra whilst

  1. having no competition to ensure that they are offering good value for money
  2. charging for the time worked by SCC officers  on projects (when these officers  have already been paid by SCC) when billing councillors for these projects             and
  3. failing to recognise the principle of counter-charge that ought to apply when the contractor wastes the time of County Councillors – who they rely on heavily for advocacy and intermediary work.

Surely these charges must be reciprocal? I suggested. Surely a free market model will not be wholly accurate unless the councillors too have a market rate set against  the work they do? For equity,  a charge for councillors’  work ought to be introduced which could then be levied  against  excessive charges and the incompetence of the contractor. Why should local highways budgets suffer from inflated charges without any redress?

Naturally this is far too sensible and logical a suggestion to be accepted by the SCC administration, but  I am recording it to ensure you are aware that the suggestion was made by me, in defence of local councillors’ highways budgets.

For the rest, we will have to wait to see how this will pan out.

 

SCC’s Conservative majority on a knife-edge  After a Conservative Carlford win Suffolk County Council continues to be led by a technical minority administration, with the following political make-up:

Conservative 37 – Labour 15;  LibDem 7; UKIP 10; Green 2; Independent 4 (eg a technical opposition of 38)

However, one of the Independents remains the notorious Hadleigh councillor, ex-Conservative Brian Reilly, who will insist on holding onto his council seat although  disgracefully he has lived in North Carolina for a long time now. In Cllr Riley’s absence this makes the vote 37:37.  On the rare occasions he graces the chamber with his presence, he votes with the Conservatives (this  presumably being why they have been so reluctant to take constructive steps to get him removed).

Future of the Ipswich  Park & Ride  SCC’s administration’s plans to make the Park & Ride service self-supporting by getting the bus companies that operate alongside it to take over its services were looked at by the Suffolk CC’s Scrutiny committee who were not satisfied with what they saw and voted  to send the plans back to Cabinet. These were reassessed and once again passed.

In a slightly rewritten proposal the  ultimate future of the P&R will not hang immediately on the success of this scheme. If it fails, the plan will have to go back to Cabinet for reassessment before any thought of closure. However, Woodbridge and Martlesham residents will be concerned to discover there is as yet no clarity as to which First buses will be operating at the Martlesham end. This obviously makes a difference – both to the P&R service AND to the service it operates within.

(I had been told by officers very clearly that it would NOT be the Martlesham-terminating 66, but our less circuitous 63, 64, 65 will become Park and Ride buses. The Labour spokesperson has been equally clearly informed it will be the 66. I asked Cabinet Member James Finch for disambiguation at the previous Cabinet meeting. Unfortunately  he had no idea whatsoever.)

I have been promised that once the scheme has been passed we will get confirmation as to which of these two options  will be in operation.

I remain unsure how successfully this  service will work. It seemed to me that the best way to make the P&R more income-generating would be to make it more responsive to unmet demand  – and that would be to provide a good service for London commuters. This our local buses does not do.

Indeed at the moment I cannot see any very compelling reason why people should now drive to the P&R from Woodbridge rather than getting on the same bus in Woodbridge – especially as they will be able to use their bus passes in Woodbridge but will pay to sit on the same bus if they board it at the Park & Ride! We will wait and see as more details emerge.

 

Woodbridge’s Youth Club homeless? Help Just42!

Just42close (2)On Tuesday I was called to a meeting at Endeavour House to be told baldly that Suffolk County Council has decided that Woodbridge’s  Youth Centre (which hosts the popular  youth and children’s work charity, Just42 amongst many other groups and SCC units) will close imminently.

Everyone  who knows Woodbridge knows there has been some form of youth club held at the Woodbridge site ever since it was first built! (And the site has been threatened for some years  – see here for details)

This is a call from me to everyone in Woodbridge to help! After years of cuts to core services, Just 42 remains the only such group left  in our part of Suffolk,  its irreplaceable work  funded entirely by grants and donations. We cannot allow this valuable asset to be lost to Woodbridge !

As a longtime supporter of Just 42 I’m very concerned that we manage to re-house Just42  immediately in temporary accommodation so that there is no break in their valuable services. It’s also important that we start fund-raising at once so that we can rebuild the youth centre on its present site as soon as possible for all users!”

According to Just 42 Manager Caroline Rutherford, landlords SCC “told us that the building is well beyond its design life and  they say they’re concerned over potential health & safety risks in the future.” Although Caroline was not “entirely surprised” that the building will eventually have to close, bearing in mind its very poor state of repair, she was “terribly shocked to be told that we have to vacate the building by the end of August or indeed -in the worst case- in the next 5 days!!”

Basically SCC seem to be saying “we’re afraid something significant over the next year might force closure at short notice’..so  we thought we’d force closure at short notice now…

Extensive research by the parties most interested in the future of the Youth Centre suggests that it is  ideally sited in terms of (public transport/vehicular/pedestrian) access, privacy and recreation for the wide range of groups who use it . We are very short of space in Woodbridge these days, when even gardens are being infilled. There is nowhere else that offers this perfect combination.

Worryingly,  SCC sent out a  Press Release (during their meeting with me!) that was inaccurately headed ‘closure of former community building  – implying to the Suffolk media that the Woodbridge Youth Centre is no longer in use. However this  building is  a very current community building, hosting 11 community groups, hot-desking SCC’s integrated services, the Inclusion team, specialist service, the adoption team and workforce development and the offices of Just 42 as well as one-off bookings which run to the middle of next year.

Amazingly the release made no mention  even of Woodbridge Youth Centre’s most high profile  occupant – Just 42 even though it  supports over 2000 children and young people in the Woodbridge area through itsrange of clubs, projects and a mentoring scheme.

As you know, I celebrated my last election by walking from Felixstowe to Lowestoft to raise funds for Just 42 because it is exceptional! From the hub in the Youth Centre,   Just 42 gives support, advice and help  over a wide area to encourage local young people 10-18 to succeed and fulfil their potential. The precipitate sending out of SCC’s press release without informing the many groups and individuals using the building  has caused and is causing extreme  anxiety. Some of the stakeholders  first heard the news via the radio yesterday and the learning disabled members of the Gateway Club were only alerted as they arrived today!  They have used the centre for 35 years. This was an incredibly cruel and uncaring way to break the news to stakeholders!

What’s been happening in Suffolk Sept- Oct 2015

This month’s  main issues have been devolution, government proposals to close most of Suffolk’s courts, the poor deal for Suffolk rail travellers in the new rail franchised invitation to tender, and a couple of pieces of good news(Woodbridge Youth club and the Drummer Boy)

 Potential devolution of Suffolk  The devolution agenda continues. It now seems that the government will welcome a combined bid from Norfolk and Suffolk but neither severally. Currently very little emphasis has been placed on transport  – which is something that might really benefit from the increased per capita funding and re-regulatory approach we might go for with devolution. On 22nd September leaders from all Suffolk and Norfolk councils, and representatives of the New Anglia LEP agreed a ‘framework document’ highlighting the key areas  to be devolved. They will meet again on 14 October to continue discussions.

20mph, other traffic calming – and Woodbridge   After the year of work by myself and colleagues on the Transport policy development panel last year, creating speed limits frameworks and criteria, Suffolk County Council have trained up a panel and  have starting looking at  individual speed limits cases. The Speed Limits Panel is a panel of four councillors  – one from each main party. Cases are looked at by officers and if the case cannot be decided simply, it is brought in front of the panel. There are no witnesses – but the local County Councillor represents the case.

Woodbridge has expressed a longstanding desire to lower speed limits since first I became County Councillor, but has not yet articulated  to me or to the Highways team the exact areas it would like to have calmed. It is useful if this evidence comes from a wide variety of sources – as this suggests that the desire is widespread.

I therefore have asked various groups who have contacted me on this matter to start collecting evidence, including the Transport strand of the Neighbourhood plan. I hope Woodbridge Town Council Highways Committee will take part in this exercise

Woodbridge Youth Centre now Asset of Community Value The application by Just 42, and supported by me, for the Woodbridge Youth Centre to be registered as an Asset of Community Value was approved on 30th of September, after the statutory 8 week consultation process. While this does not protect it completely, it does give us some time to marshal a defence, should there be any unexpected move to sell it off.

East Anglian Rail Franchise – Invitation to Tender  The invitation to tender for the next Rail Franchise came out on 17 September, and the detail is disappointing.  Sadly the DfT has taken no notice of the various voices (including my own) calling loudly and clearly for better rail services East to West and to Peterborough. As the DfT have refused to act – suggesting that the pressure was for better and faster Norwich to London services (which it certainly wasn’t   from SCC, or myself, let alone from local pressure groups)  it looks as if passengers will have to endure the same poor service for years to come unless our local MPs can exert some pressure on the DfT. This is a shame as there is not only a lot of potential on these routes, but developing them would actually take much-needed pressure off the London line and provide easy means of transport to work to eg Cambridge with its ever-increasing housing prices.

MoJ’s Consultation on closing Suffolk Law Courts  The Ministry of Justice has just concluded a consultation on proposals to close all law courts in Bury St Edmunds and Lowestoft leaving the whole of Suffolk with just the courts in Ipswich.

This is an issue that will obviously concern everyone – as even residents in places like Woodbridge (which might deem themselves to be ‘unaffected’)  will be badly affected by the inevitable queues and waiting that will occur when two thirds of the current provision  for  family courts, small claims courts, magistrates courts, trading standards etc etc disappears.  All of us who know Suffolk magistrates will know how much of a bottle-neck has occurred  in the judicial process  already since the last round of closures in the 90s.

In brief, the Ministry of Justice proposes that Lowestoft Magistrates’ Court, County Court and Family Court  and Bury St Edmunds Magistrates’ Court and Family Court and Bury St Edmunds Crown Court are closed (full details)  All this to save £600,000 a year.

Putting aside anxieties about ‘trial by video , it would seem particularly ironic that Suffolk’s legal representation is in danger of being reduced to one single court with all the difficulties of access from the west, mid-Suffolk, and the north of the county, in this iconic Magna Carta anniversary year.

With rural public transport as it is, there are also human rights issues for anyone having to attend courts as witness, defendant or appellant, or as a juror or any number of other situations. The Ministry of Justice are talking about trial by video links. That will not be a substitute for face to face justice!

The County Council debated the issue last month and reached cross-party unanimity that this was a bad idea, and replied accordingly.

I have also responded as your councillor and as Suffolk County’s LibDem spokesman on Transport . My personal view is that transport issues are key to why these proposals are flawed and need to be rejected.

I copied all links and information to both Martlesham Parish and Woodbridge Town clerks in case you wished to reply,  because  Martlesham Parish councillors (to whom I reported last week) specifically asked how they could respond to these proposals and intended to do so.

The ‘Drummer Boy’ statue  As a delighted reader of Kipling’s short stories, I’ve long been pleased that Woodbridge houses the only statue seemingly ever made of Jakin and Lew, “a brace of the most finished little fiends that ever banged drum or tootled fife in the Band of The Fore and Fit Princess Hohenzollern-Sigmaringen-Anspach’s Merther-Tydfilshire Own Royal Loyal Light Infantry, Regimental District 329A”  –  which, today,  we in Woodbridge are pleased to call for short, The Drummer Boy or The Drums of the Fore and Aft.

When I heard of the possible move of the Drummer Boy from Woodbridge to Girdlestones, I immediately offered £1,500 from my locality budget towards relocating the statue within town.  I am glad that it seems as if the Woodbridge Heritage Group’s arguments have prevailed, and we will keep Kipling’s ‘bold bad’ brave Drummer Boys in the town.

Woodbridge Youth Centre: future

You may remember that  I reported in March 2013   http://carolinepage.blog.suffolk.libdems.org/2013/03/12/woodbridge-youth-centre-saved-from-the-dragons-den/ that I had come across moves by various unelected officers at SCC and SCDC to organise the disposal of Woodbridge Youth Centre and sell off the land to the north of the Avenue for development,  without reference to either Woodbridge Town council, or the people of Woodbridge.

At the time, I took this to the highest level and was promised by the SCC CEO Deborah Cadman that any discussion about its long-term future will involve all stakeholders including the people of Woodbridge and our elected councillors.  I was also given to understand that Woodbridge Youth Centre was ‘safe’ and a ten year lease was being proposed.

However last week,  only 18 months later  I was asked to attend a preliminary meeting with SCC officers from resource management and a single elected member who manages to be both SCC deputy cabinet member for Resource Management and SCDC Cabinet member for Resource Management.  The subject they wished to address was the ‘mid-term’ future of the Woodbridge Youth Centre, and the fact that repairs of (max £200,000) being too much, they were looking  to ‘develop solutions.’

Interestingly,  I found  little interest in any other solution than sale of the land and removal of the occupants of the centre elsewhere.

I insisted in including other options – such as raising the money for repair and putting in a bid for the premises (and having them minuted too).

At the first meeting there were no representatives for Woodbridge Town Council, for SCC’s CYP, for the Integrated Youth Service,  or indeed, apart from myself,  any of the local people with an interest in the Youth Centre, in the demographics of Woodbridge or the young people of Woodbridge.

I therefore  asked that subsequent meetings should have representatives of these organisations attending.  I have also said that this issue needs to be brought into the consideration of the Neighbourhood plan, in terms of development, of youth provision, of green spaces and of demographics.

Development proposal: Woodbridge Football Club site

The 25 year lease on Woodbridge Town football club runs out shortly and Hopkins Homes has announced proposals to develop the currently occupied by the club for approximately 95 houses, including affordable housing, a community building and open space. Proposals are that the club itself would move to a Yarmouth Road site at Ufford, meaning that Woodbridge will lose its football club from the town itself, very much as it has already lost its rugby club.

As usual, this will have an adverse impact on young people who do not have access  to cars.

Woodbridge Town FC will be voting on this move at an Extraordinary General Meeting shortly.

As I understand it, if the football club votes to stay at the site it would be able to do so for another ten years. However it loses the chance to have another venue found for it, another clubhouse purpose-built for it  –  and would have to start paying a ‘market rent’ for the site.

There is currently a full public consultation about the planning proposals for the site in advance of an expected planning application by Hopkins Homes in the autumn. I am already having contact from residents with concerns about road access to the proposed development.

Suffolk 1: Students enrolled on the Foundation Learning course

Last year it seemed as if the future of 5 day teaching for Foundation level students at Suffolk 1 was threatened. After some negotiation, all students enrolled in Foundation Learning courses will return to a 5 day week from early October and this will continue for the entire academic year 2014-15. This will be a transitional arrangement. There will be a meeting on 18 November 2014  for  parents and carers  to discuss  what the arrangements will be from 2015.

0345 numbers for Suffolk County Council

From the end of September, the county council is changing all of its 0845 telephone numbers to 0345. The remaining seven digits of the telephone numbers will remain exactly the same. This includes the telephone numbers for people wanting to apply for a school place for their child, reporting a pothole or road defect and the Families Information Service.

Calls to 0345 numbers from landlines and mobiles are included in free call packages. For customers with these packages,  it will mean calling the council on these numbers, does not incur any additional costs. For people not on free call packages, a  call to a 0345 number costs no more than a geographical number (eg. 01284, 01787 and 01473).

However, existing 0845 numbers will not be switched off overnight. There will be a period of time where the 0845 number, and its replacement 0345 number, will both be live. This is to ensure people can still access the services they need whilst getting used to the new numbers. It will also mean the county council only replaces printed materials and liveries when current stocks run out.

All Freephone numbers starting 0800 will also remain unchanged.
